## Documents ### Pilot Documents - Passport - Pilot Certificate - Medical Certificate - FCC Radiotelephone Operator Permit - Aeronautical navigation charts for Canada ### Passenger Documents - Passport ### Aircraft Documents - SPAROW (Supplements, Placards/Markings, Airworthiness Certificate, Registration, Operating Limitations, Weight and Balance Data) - FCC Radio Station Authorization - US Customs Decal - Proof of Liability Insurance / Certificate of Insurance - Letter of Authorization from aircraft owner - Navigation databases for Canada (if applicable) ## Paperwork ### eAPIS - https://eapis.cbp.dhs.gov/eapis/auth - Electronic Advance Passenger Information System - Allows you to electronically submit passenger and crew manifests prior to international flight - US CBP requirement for any flight leaving or entering US - Must provide all crew/passenger details, including passport information, reason/duration of travel, etc - Must provide flight details, including departure time and location, border crossing time and location, and arrival time and location - You do NOT need to depart from a CBP airport; select the nearest CBP airport to your actual departure airport, and list the actual departure airport in "Actual Departure Location Description" - You can complete eAPIS up to 60 minutes prior to departure - You will have a +/- 60 minute window from your declared departure time to depart; if your departure time changes by more than 60 minutes, you will need to submit a new eAPIS manifest **and** contact the CBP port associated with your departure to cancel the original clearance request - Before departure, ensure that you receive an email that states "departure clearance is approved" - https://www.cbp.gov/sites/default/files/documents/CBP%20Private%20Air%20Guide%203%200%20(Jan%202015).pdf ### CANPASS - https://www.cbsa-asfc.gc.ca/prog/canpass/generalavi-eng.html - Must report to Canada Border Services Agency before and after entering Canada, this is done by calling CANPASS (1-888-CANPASS) on the phone - Must provide all crew/passenger details, including passport information, reason/duration of travel, customs declarations, etc - Must provide flight details, including departure time and location, border crossing time and location, and arrival time and location - Must arrive at an approved Airport of Entry (AOE) - Must make initial call to CANPASS between 2 - 48 hours prior to crossing the border - You will have a +/- 30 minute window from your declared border crossing time; if your border crossing time changes by more than 30 minutes, call CANPASS prior to departure to update the expected border crossing time - After landing, park at the designated customs area, do NOT exit the aircraft, and call CANPASS; they will send someone out to the aircraft, or clear you over the phone - Copy any confirmation numbers and the badge number of the person you speak with, as you will not receive any other documentation of this process ## Example: KMRB to CYOW ### Planning - Planned to fly IFR; had to update ForeFlight subscription and ensure aircraft navigation database contained Canadian data - Confirmed that CYOW is an approved AOE - Called FBO to confirm their customs clearance process and procedures; they did not have a designated customs area - Selected T route with a fix at the border (T634/VIBRU) for easy border crossing time/location information in paperwork ![[VIBRU border crossing.jpeg]] ### Before Flight - Submitted eAPIS the night before; within minutes, received an email stating that our "departure clearance is approved" for the people and details provided in the manifest - Called CANPASS the morning of departure (3 leg day, KMRB - CYOW final leg) - Wrote down the declared departure, border crossing, and arrival times for later use ### Updating Flight Information - Our original departure time was pushed back by 90 minutes, so both eAPIS and CANPASS would need to be updated - 2 hours prior to the KMRB - CYOW leg, I submitted a new eAPIS manifest and contacted the CBP port associated with our departure. The new eAPIS manifest was very easy; you can use submitted manifests as a template, and update the departure/crossing/arrival information. Contacting the CBP port was not easy; IAD was our listed CBP departure airport, and no one in that office seemed to know what to do. Eventually, someone gave me an email address for IAD CBP's general aviation department, and I explained that I needed to update my departure time with a new eAPIS manifest, and they were quick to respond. - Just prior to departing KMRB, we called CANPASS to update our expected departure/crossing/arrival times. ### Flight - IFR clearance was normal - Normal IFR flight, we were handed off to Montreal Center just prior to crossing the border ### After Landing - The FBO we arrived at had customs clearance, but no designated customs area on the ramp - We parked and called CANPASS, they cleared us over the phone (no one inspected us or the aircraft), and they gave us a confirmation number
